(1948 - ) Professor emeritus, Justus Liebig University in Giessen, where previously he was Professor for Comparative Health and Social Policy. Noted for his studies of the interaction of the state, markets, civil society and the family and community sphere and the arrangements, that help to empower people, strengthening welfare and the civic roots of democracy.
