Definition

The article says when it was created, but it doesn't say what it is, exactly. Is it an agreement? A document that people sign on to? A vague understanding? Is there some reason it is capitalized (is the name usually capitalized)? Is the word "consensus" just its billing or PR for a paper written by a policy wonk, or does it reflect some actual understanding among some people? --Larry Sanger 10:24, 28 January 2008 (CST)
