I would say that perhaps the article may benefit from some examples - if we had the prices of some common goods and the tariffs on them it might help to provide context. Moving toward approval...
To start, the lede needs to say, positively, what it was, as opposed to what it was called by its detractors. You do explain abominations in the third-from-last paragraph; perhaps some of this text needs to move up.
Should anything be sourced? It does seem clear there was a bill. Did it pass? What was the legislative history?
