A first attempt and input very much desired

Various other articles seem to have problems differentiating between the decisions and actions of GWB himself, as opposed to other Administration officials. President Harry Truman had an appropriate sign on his desk, reading "The Buck Stops Here", meaning he had ultimate responsibility, but a President cannot and should not micromanage every aspect of government.

By having this article, there is a structure that can cover arguments by the Office of the Vice President, White House legal staff, etc.

Balanced input is greatly welcome. I know enough about economics to know that I should not be writing on it, but the key economic policies and decisionmakers should be identified, and, as appropriate, linked to more general articles such as Crash of 2008.
