You can test out editing in the sandbox if you'd like. If you need help to get going, the forums is one option. That's also where we discuss policy and proposals. Wesley, excellent questions. I had to do some digging to find the actual policy on language usage. I found it here - CZ:Editorial Council Resolution 0005. It might be somewhere else but I didn't notice. My understanding is that the choice is up to the initial author. The Editor-in-Chief has final say on that, and I believe I've seen him change it on one article, but this hasn't really been a big issue. As far as determining status, you are free to upgrade that as you see fit - as is anyone else. So if you start a stub and label it as such, and I come along and add a few paragraphs, I'd go ahead and upgrade it to "developing" and so on. The only limitations you have as an author is you cannot set the status to "approved".
