Inherent problems with workgroups
As you've observed with Robotics, this isn't necessarily a good structure for workplans. If there were an International Relations workgroup covering all the instruments of grand strategy, including economic warfare, insurgency and information operations, a substantial amount of Military would move there. Were Sociology to become Society, more of the low-intensity activity might move there.
