Broader goal than cross infection
While there was indeed hospital infection with SARS, there was also a very real concern with it getting out of isolation and into the community; most Toronto cases outside hospitals, IIRC, came from healthcare workers.
In like manner, there are concerns about community-based strains getting into vulnerable hospital populations. Consider an organism that acquired multidrug resistance from agricultural overuse or IVDA getting into a transplant unit.
