If the proposed referendum to amalgamate the Councils is passed, add the following provision to the transitional Article 50 (perhaps at the end of section 3 of the Vacancies heading).
"As far as possible, in making interim appointments the Managing Editor or Council shall establish and/or maintain a majority of Editors on the Council, and, subject to that priority, as many non-Editors as possible."
