Quoting form the article, ''"By 2008 for the city’s 12 million residents, pollution had become not only an inescapable health and quality-of-life issue, but a political issue tied in with the Summer Olympics scheduled for August 2008."'' The first date is 2008 which is the future but we use the word 'had' which is past. I suspect the first 2008 date is wrong but don't know the correct one.
