I recognize this may not be possible owing to shortage of candidates and/or existing Council members carried over, hence the weak wording. The priority phrasing means, for a Council of 5, the order of preference for number of Editors is 3, 4, 5, 2, 1.

If the proposed referendum to amalgamate the Councils is passed, add the following provision to the transitional Article 50 (perhaps at the end of section 3 of the Vacancies heading).
