I recognize this may not be possible owing to shortage of candidates and/or existing Council members carried over, hence the weak wording. If the proposed referendum to amalgamate the Councils is passed, add the following provision to the transitional Article 50 (perhaps at the end of section 3 of the Vacancies heading).
"As far as possible, in making interim appointments the Managing Editor or Council shall establish and/or maintain a majority of Editors on the Council, and, subject to that priority, as many non-Editors as possible."
