From the lead, an uninformed reader would not guess that the Palestinian authority has no actual control over Gaza. Even reading further, I suspect that many would fail the grasp this essential point. We need some clearer exposition of this. Also some key dates would be helpful in the lead: I don't recall which are the crucial ones, so this needs a bit of research.
