Table formatting for non-tabular information takes up a great deal of whitespace and is hard to read.  There was the note, in edit comments, " I am embedding this quote in a table, not a <nowiki>{{quotation}}</nowiki> template, because one can't include <nowiki>{{sic}}</nowiki> templates in a <nowiki>{{quotation}}</nowiki> template.  And one can't include octothorps. "  I don't understand &mdash; we don't have a sic template. What's wrong with [sic]? Why is it necessary to include octothorpes?
I'm only guessing that this was an attempt to replicate the exact formatting of the primary document. There's no need to do that.
