Wesley, excellent questions.  I had to do some digging to find the actual policy on language usage.  I found it here - [[CZ:Editorial Council Resolution 0005]].  It might be somewhere else but I didn't notice.  My understanding is that the choice is up to the initial author.  The Editor-in-Chief has final say on that, and I believe I've seen him change it on one article, but this hasn't really been a big issue.  As far as determining status, you are free to upgrade that as you see fit - as is anyone else.  So if you start a stub and label it as such, and I come along and add a few paragraphs, I'd go ahead and upgrade it to "developing" and so on.  The only limitations you have as an author is you cannot set the status to "approved".
