Turkish copyright law follows the Berne Convention of copyright protection for the life of the author plus 70 years.[1][2] Turkish copyright law FIKIR VE SANAT ESERLERI KANUNU Section 8 KAMUYA MALETME : MADDE 47 states "Bir kararname ile memleket kulturu icin onemi haiz gorulen bir eser uzerindeki mali haklardan faydalanma salahiyeti, hak sahiplerine munasip bir bedel odenmesi suretiyle koruma suresinin bitiminden Once kamuya maledilebilir," that images which have "cultural importance" can be declared "public" before the expiration. It is likely that all Turkish government photos of Ataturk are so declared but the uploader lacks data to state so.
