Ross A. Perkins earned his doctorate in instructional technology at Virginia Polytechnic Institute and State University (Blacksburg, Virginia, USA [1]) in 2003. His research interests include the role of context in instructional design, the integration of technology in K-12 education, distance education in international settings, and multi-user learning environments. As a member of the research faculty in Virginia Tech's School of Education, Perkins has been involved in project management of two federally funded projects: the Preparing Tomorrow's Teachers to Use Technology grant (U.S. Department of Education) and the University Partnerships for Institutional Capacity grant (U.S. Agency for International Development). In addition to his duties regarding sponsored research, he has taught classes and provided training on educational technology implementation to faculty, K12 teachers, and pre-service teacher candidates. Additionally, Perkins is a member of the Board of Directors for the Virginia Society for Technology in Education (VSTE), and serves as the editor of the VSTE Journal. At the national level, he serves as the communications officer for the International Division of the Association for Educational Communications and Technology (AECT) and is the division's liaison for TechTrends. Perkins has presented at a number of national educational technology conferences and has published peer-reviewed articles in various journals.
Perkins initiated and manages a resource center within Second Life that serves as a collection place for educational tools and scripts that can be used in that environment. The center is known as the Information & Communications Technology Library ICT Library website. An active resident of SL since March 2006, he goes by the avatar name of "Milosun Czervik."
